R3 Compliance
The fishing industry is working to increase fishing participation to 60 million anglers in 60 months (by 2021). The key to acheiving “60 in 60” is to engage in effective angler recruitment, retention and reactivation (“R3”). MidWest Outdoors promotes these R3 initiatives, and asks that our partners do the same.
To be R3 compliant, an organization or individual must be actively involved in developing and implementing effective R3 efforts to increase fishing participation.
- Recruitment involves bringing new people to sport fishing.
- Retention is needed to keep anglers (whether new or long-standing) involved in fishing.
- Reactiviation is about bringing people back to fishing if their participation has stopped.

The R3 Initiative and “60 in 60” campaign were developed by the Recreational Boating & Fishing Foundation (RBFF), and has the support of the American Sportfishing Association (ASA).
